Typically, the fan mode setting on Honeywell thermostats will have two (or three) settings: On, Auto, and Circ (for circulating). The On setting will help switch the fan to run continuously. Yes, circ fan runs randomly about 35% of the time not including heating or cooling time. If set to Auto it will ignore this feature but if Auto and Circ are displayed it will not (page 25). If you have only Auto showing and the fan still operates you may have a defective thermostat. Let me know if this helps. Thank you.
